On theoretical sustained DPS (damage ÷ time between shots, ignoring falloff and reload), Uzi comes out ahead at ~114/s vs ~16/s for Spray.
Spray is the cheaper unlock (5 Keys vs 20 Keys).

Spray
The Spray is a weapon that is basically a lightweight version of the Burst Rifle, but with lessened damage. Since this weapon uses illegally-modified-armor-piercing-rounds, it can bypass Riot Shield and the deflection ability of Katana. This makes it one of the best secondaries for countering these weapons.
Uzi
The Uzi is a machine pistol that works almost the same as the Assault Rifle. Like it, the Uzi also provides a high fire rate for damage. However, its bullets spread slightly, so its shots are somewhat inaccurate.
